All praise is due to Allah, the Lord of the Worlds, and peace and greetings be upon our Master and Prophet, Ab-al-Qassem Al-Mustafa Muhammad, and upon his pure, immaculate and chosen household, especially the one remaining with Allah on earth

You are very welcome dear youth, dear basijis, the apples of Iranian nation’s eye and future prospects. I congratulate you, us and the entire nation on Basij Week. I thank the honorable Commander-in-Chief of the Islamic Revolution Guards Corps and the honorable head of the Basij Organization for the good comments that they made. In my opinion, the analysis made by Mr. Salaami – the honorable Commander-in-Chief of the Guards Corps – should be written down and be presented to youth because it was very good and he made very good remarks.

Today, my discussion is primarily about Basij, but before I enter into this discussion about Basij, I deem it necessary to express my deep gratitude to the great people of Iran for the glorious action they took in recent days. Indeed, the Iranian nation proved once more that they are powerful and magnificent.

I insist that the entire Iranian nation should pay attention to its power and magnificence. A deep, extensive and very dangerous plot, with a lot of  money dedicated to it, was foiled by the people. They spent a lot of money and worked really hard in order to make this move characterized by sabotaging, burning, murdering and showing malice at an opportune moment. When the gasoline issue arose, they thought they had found the opportunity to bring their army into the arena.

However, the police force, Basij, the Guards Corps and others got involved in those days and they carried out their duties and their jobs in that difficult confrontation. Despite that, what the Iranian nation did in the course of one week was beyond any operational move. It was much more significant than every operational move. That very important movement was first launched in Zanjan and Tabriz, which was then later extended to all the cities of the country – I even heard that it was extended to some villages – and which was finally completed with the great movement of the people in Tehran two days ago.

The enemy – the main one, not those mean, small and insignificant individuals – in other words, global arrogance and global Zionism –  those who sit at their political monitors watching the whole world know what this movement means. They were slapped in the face and they were forced to retreat in the face of the great movement of the Iranian nation. I thank God and I am also grateful to Iranian nation. The gratitude of this humble person is not very valuable. Allah the Exalted is and will be thankful to this great popular movement, God willing.

As for Basij, first of all, Basij-e Mostazafeen in the Islamic Republic is peerless in the whole world. The day when it was established, it had no counterparts in the world. No part of Basij is imported and no aspect of it was copied from some corner of the world – no aspect of it whatsoever. It was a movement completely reliant on revolutionary philosophy and thinking. It was Allah the Exalted who sent it into the heart of our magnanimous Imam, thus realizing a great phenomenon. Perhaps, it can be said that Basij is the biggest cultural, social and military network in the whole world. I do not know of a great popular network, in any part of the world, which enjoys such a vast scope and such a large number of participants. This is particular to Basij-e Mostazafeen in our country. It is the largest network.

How did our magnanimous Imam create this peerless phenomenon? You did not see Imam, but we used to live with him for many years. The brilliance of our magnanimous Imam was that he created and shaped this peerless phenomenon in the heart of the alleys and streets of the country. This beautiful and living truth bubbled from the heart of the people themselves. It emerged out of the hearts and the houses of the people. Such was the brilliance of Imam.

The formation of Basij was a true and real manifestation of turning threats into opportunities. You should pay careful attention to this point. On the 13th of Aban of 1358, the events surrounding the capture of the Den of Espionage [US Embassy] took place. The Americans were humiliated in that event. Therefore, they began to threaten and to react. They issued verbal threats and then they poured their battlecruisers into the Persian Gulf. In other words, they issued a threat in practice. Well, take the case of a nation like the Iranian nation, which did not have [functioning] armed forces, enough defensive resources, missiles and good operational plans. In such circumstances, the US embarks on confronting and threatening that nation. Well, this is a threat. Is it not?

Hardly a month passed from the 13th of Aban when Imam issued the edict to form Basij on the fifth of Azar. In other words, that great movement, that great presence and that great display of power in the face of the US threats came into being less than one month after the event of the 13th of Aban. This signifies that Basij actually turned threats into opportunities. This is the truth of Basij. If we had become terrified of that threat – for example if Imam had backed out or if he had thought it possible that the enemy would strike a blow and thus changing his mind about the great formation of Basij – it would not have been clear what the fate of the country would be.

The existence of Basij caused those threats to turn into a great opportunity. So the main logic of Basij is this: eliminating threats and turning them into opportunities. We have many threats ahead of us. Each and every one of these threats should turn into an opportunity with the creativity of Basij. The more threats exists, the more opportunities we will have. Therefore, threats are actually not threats anymore, rather they create opportunities for us thanks to Basij.

Well, there is one fundamental point here which is the fact that the system of domination is basically against freedom and justice. The system of domination is a term that we introduced to politics: the system of domination means the system of oppressors, a system that is headed by the oppressors who divide the world into two parts: one part is formed of oppressors and the other is formed of the oppressed – there is not any third option. There is not any independent party. Such is the system of domination. It is both against freedom and justice.

As you can see, it is against justice: in those rich countries ruled by the system of domination – countries such as the US and some European countries which are wealthy – people die of hunger on the streets. In the summer, they die of heat on the streets. In the winter, they die of cold on the streets. A large part of wealth in such countries belongs to a small group of people. The rest have to sweat hard in order to find sustenance and stay alive. Yet those who do not have that capability, well they should live on the streets! Therefore, it is against justice. This is related to the affairs of their own countries. As for the people in other countries, they display injustice as much as they can.

It is against freedom as well. The most important kind of freedom for a nation is the public freedom of countries – in other words, independence. Once, I said that independence means the freedom of nations. When we speak about freedom, we are speaking about the freedom of nations so that they can freely do what they want to do. The system of domination is against such freedom. One day with colonialism, another day with neo-colonialism and today with modern methods – the methods used in soft wars – they create a disastrous situation for nations.

Of course, wherever necessary, they bring their armed forces to the arena and they do not have any scruples whatsoever. In the present time, the Americans have entered the eastern part of the Euphrates in Syria and they say they are there for the sake of oil! Is that area your home? It belongs to another country, but they say that they have shown their presence because there is oil there and that they have come for oil! They do not feel embarrassed to acknowledge this and they say it openly.

Or they enter a country such as Iraq without any permission. They do not seek the permission of the government of that country and they do not go to the capital, rather they go to their own bases because they have some bases there! This signifies that they officially insult the freedom and independence of nations. So, the system of domination is both anti-justice and anti-freedom.

Islam is the flag-bearer of justice and freedom. Islam is the flag-bearer of justice. It is also the flag-bearer of freedom and it does so without any considerations and in an outspoken manner. Islam does not hide its claims. It confronts oppression and injustice in an outspoken manner. In the beginning of the Revolution, when the Americans were in contention with the Revolution and when they had imposed sanctions and created many problems for us – amid all those events – the Soviet Union entered Afghanistan. On that day, Imam made a declaration against the Soviet Union and if I remember correctly, he summoned the Ambassador of the Soviet Union. They asked him, on behalf of Imam, why they had entered Afghanistan.

In those days, everyone in the world would say, “You are confronting the US, you should not confront the other power!” Imam did not believe in this in any way. I was president then and I used to participate in international meetings where both the US and the Soviet representatives were present. And they were against each other, but we used to slam them both – both the US and the Soviet Union, without any considerations. Islam is like this. Original Islam is like this.

Those who claim to be advocating Islam and who are prepared to surrender to arrogance represented by global capitalism or arrogance represented by socialism – which used to exist one day – are distant from Islam. Islam is manifestly against global arrogance. In other words, it advocates justice and freedom.

Therefore, confrontations, struggles and conflicts naturally exist. Of course, military confrontations do not exist due to certain reasons and so much the better, but there are all other sorts of other confrontations. Conflicts in every area are definitive according to certain conditions, but what is important is that the system of domination will be opposed to Islam no matter in which area and in which form Islam shows its presence. This is because of the orientation of Islam, as I already explained. However, when Islam shows itself in the form of a political system, a government and a power with a nation that has an administration, an army and the armed forces in general and that enjoys real capabilities and universities and when it shows its presence in the form of the Islamic Republic, their enmity is reinforced a hundred times!

The enmity of the system of domination towards such and such an Islamic party in a certain country is not comparable to its enmity towards the Islamic Republic. The Islamic Republic is an already well-established and powerful political system that enjoys depth, that has all necessary apparatuses and that has the power to express itself, to exert influence and to show its presence and influence in all parts of the world. It is a system that is managing 80-plus million people. Therefore, their enmity towards this system is an extraordinary enmity. If someone ignores this truth, they are making a mistake in their political calculations. It is such a truth.

The system of domination is trying to confront the Islamic government with all its existence, with all its malice and with all its power. This is what their decision is. I have said this many times: the US and the system of domination which follows the US have done whatever they could against Iran, against the Iranian nation and against the Islamic Republic. If they failed to do something, it was because it was impossible and there were certain reasons. That is why they could not carry them out. They have done whatever they could in showing enmity. And the result is what you can see: this great, good and pure tree has become more powerful on a daily basis. This solid structure is showing off its power to the enemy on a daily basis.

This is where the word resistance becomes significant. When we speak about resistance forces, the resistance orientation and the resistance front, this is what it means. It means that a reality called Islam has emerged – while it did not exist 50, 100 years ago – today which can seriously confront the system of domination and which can act on behalf of freedom and justice. This reality has come into being. They want to use all their power and force in order to push back this reality. “And stand steadfast as you are commanded” [The Holy Quran, 42: 15]. Both invitation and resistance are necessary. Resistance means this.

What is the Basij of our country – your organization – called? It is called, “The Resistance Force of Basij-e Mostazafeen.” Who are the mostazafeen? “Mostazafeen” has been defined in a wrong way. They are described as poor individuals and recently – in recent years, this definition has become common – as vulnerable classes of society. In other words, they are defined as the vulnerable. However, the Quran does not consider these people to be mostazafeen. The Quran says, “And We wished to be Gracious to those who were being oppressed in the land, to make them leaders and make them heirs” [The Holy Quran, 28: 5].

Therefore, mostazafeen means the potential leaders of the humanity. This is what mostazafeen means: those who will be the inheritors of the earth and all its assets. This is what Basij-e Mostazafeen means. A mostaz’af is a person who is potentially the heir to the world. He is potentially khalifatullah on earth. He is the potential leader of the human world.

Therefore, there is going to be resistance. In order to show resistance, there is a need for spiritual ingredients. This is what I insist on. If you want to resist, you should have the necessary ingredients. Having spiritual ingredients is more important than worldly and military ingredients. Military ingredients are cannons, tanks, missiles and other such capabilities. Spiritual ingredients are certain truths in you and in your hearts which affect the nature of your moves.

I have always highlighted the significance of youth. You can see that I am always attached to youth and that I am hopeful about them for the future, but which youth can lead the great movement of the country towards the establishment of a new Islamic civilization? What do they look like? This is where spiritual ingredients become significant. Only those youth who are motivated, religious and wise, who appreciate their own power, who are interested in working and creating, who trust in God and who have self-confidence can move the country forward.

This is the exact opposite of what the enemy wants for our youth. The enemy wants the youth of our country to have no motivation, to be irreligious and hopeless, to be captivated by lust, to be lazy and indolent, to complain all the time and refuse to work, and to be addicted and vulnerable. They want the youth of the country to be like this. This is the purpose of the measures that they are adopting regarding our youth. This is the exact opposite of what we need.

Well, Basij is comprised of youth that belong to the first category. This is what we entirely hope and they should be like this. In other words, they should be motivated, pious, reliant on God, godly, self-confident, diligent and innovative and they should appreciate the value of their youth and their existence. Well, if we have such a group of individuals – thankfully, we do have it which is the Basij Organization spread out throughout the country: later on, I will discuss a few points about the extensiveness of Basij’s moves so that the people know about them, but you yourselves are already aware of them – then such an extensive and great organization will naturally be subject to more enmity on the part of the enemies of humanity, enemies of justice and of freedom. Basij receives the enmity of the system of domination and the camp of arrogance more than the other organizations of the country or perhaps, it is the first organization in this regard.

This is not only the case in Iran. If there are other organizations like Basij in whichever part of the world, the same condition exists. For example, they show as much enmity towards Hashd al-Sha’bi in Iraq. They show as much enmity to Hezbollah of Lebanon. They are popular, young, motivated and godly groups. Of course, in our country, arrogance does not show enmity to Basij alone. I said that they show more enmity towards Basij, but they also show enmity to the whole nation. What is the reason behind their enmity towards the whole Iranian nation?

The recent rallies show us what the reason is. This is because our people are like this: as soon as they feel that the enemy has entered the arena and is busy working, they enter the arena with their bodies, as they did so in recent days. The past week was truly the peak of the glory and grandeur of the Iranian nation. This is what makes them show enmity and hostility. And anyone who has tied his heart and his tail to them has the same feeling towards the Iranian nation.

However, it is evident that such enmity is of no effect. I will tell you that victory has been guaranteed. The victory of the Iranian nation, of Basij and of this great revolutionary orientation in Iran has been guaranteed. Allah the Exalted says in the Holy Quran, “If God helps you, none can overcome you” [3: 160]. It means that no one can defeat you if God helps you. Well, when does He help? “If you will aid the cause of God, He will aid you” [47: 7]. If you help God’s religion, the divine orientation, the divine logic and God’s path, God will help you as well.

This is what exists today. The great revolutionary orientation in the country is pursuing divine goals. It is pursuing the establishment of an Islamic society. It is seeking and pursuing the realization of divine sharia in the country. So, this is divine work and it is the path of God. This is helping God. When God is helped, He will help as well. And when Allah the Exalted helps, “None can overcome you.” No one will be able to defeat you.

Of course, Basij has two aspects. This should definitely receive attention. One aspect is jihad in the arena of hard defense. This is what you are trained for. During the eight-year Defense Era, the miracle of the presence of Basij showed itself. The hearts of our military troops were warmed with the presence of basijis in the arena of battle. And after that too, Basij showed its presence in the arena of hard and military defense on different occasions and whenever a certain incident arose. Another aspect of Basij is presence in the arena of soft defense and soft war. It has the same function in this arena. Like the arena of the military, Basij is present – as it should be: it should work hard in this arena as well – in the arena of soft war: in other words, the arena of science, rendering public services, construction, religious promotions and cultural work.

In Basij, all these personalities are present: individuals including Hussein Fahmideh, Behnam Mohammadi, Mohsen Hojjaji, Ibrahim Hadi and the nuclear martyrs. Notice who these personalities are. How different are they in terms of their social status and position? However, in Basij, they all stood together. Nuclear martyrs were basijis as well. The personalities whom I mentioned were basijis as well. Hemmat, Bakeri, Zayn al-Din, Hussein Kharrazi and other such personalities were in the Guards Corps as well as in Basij. Sayyaad was in the Army, but he was a basiji too. Babai was in the army, but he too was a basiji. The movement was a basiji movement. The orientation was a basiji one. Their outlook was a basiji outlook.

Likewise, Chamran, Avini, Kazemi and other such personalities were basijis. Kazemi Ashtiani who developed stem cells for us is as basiji as Hussein Kharrazi and Hussein Fahmideh. All of them were basijis. Basij is like this. This depth and this extensiveness are the different manifestations of Basij. There are hundreds of other well-known personalities as well.

My dear ones, what I want to say is that they are role models. Youth need role models everywhere in the world. They are role models for youth. Therefore, you should revive them by placing them within your sight. Of course, certain books and autobiographies are written in this regard, but they are not enough. You should place them within sight with the different methods which are common in the world because they are the best role models. You can find the best role models in Basij. Therefore, you should reproduce them. The likes of such personalities should manifest themselves in Basij on a daily basis.

Imam once said that Basij is a good tree. This good tree is manifested in the holy ayah, “It brings forth its fruit at all times, by the leave of its Lord” [The Holy Quran, 14: 25]. It yields its fruits at all times of the year.

Now, I wish to offer some words of advice. Forty years have passed from the life of Basij. Therefore, it is time to benefit from experience. You should pay as much attention as you can to the experiences of the past 40 years and you should benefit from it. I have written down some words of advice. Fortunately, the friends in the meeting are attentive. The honorable officials of the Guards Corps and of Basij are aware of the tasks that should be carried out. These are the words of advice that I have written down:

The first word of advice is that you should be ready in all areas – in the areas that I mentioned including defense in hard, semi-hard and soft arenas. Basij should prepare tactics and strategies in all neighborhoods of the country. In the face of various incidents, you should prepare tactics and strategies: in the area of hard and semi-hard defense and in other various areas. You should not be caught off-guard. You should try not to be caught off-guard in any incident.

The experience of the committees in the 1360s is a good experience. So, you should benefit from it. The Islamic Revolution committees in the 1360s were present in different neighborhoods and places. They were present everywhere and at all times. Whenever an incident took place, one would see the brothers in committees. Of course, they were beginners and they did not at all have your awareness and your capabilities in the present time, but they are always present. This constant presence is very important.

The next advice is that you should never behave in a reactive way during a soft war. Of course, one should respond to the enemy, but behaving in a creative and innovative way is better than behaving in a reactive way. You should always be one step ahead of your enemy. You should guess what the enemy wants to do and what move he wants to make and then, you should preempt his moves before he even begins them. You should act like a professional chess player who guesses what move the opposition wants to make. Before the opposition makes that move, he does something to lock his moves in a way that he will fail to go ahead with it. You should always move ahead of your enemy.

You should not allow your relationship with the mosque to be undermined. Basij is an offspring of mosques. People used to be sent to the frontlines from mosques. The pure bodies of martyrs used to be returned to mosques. They were mostly trained in mosques. Therefore, you should not be separated from them. Of course, you should behave in an Islamic way in mosques. Presence in mosques should not lead to division, conflict and disputes.

You should cooperate with the organizations which move in the direction of Basij goals, but which are not part of resistance forces. Inside the country, there are certain organizations in universities, outside universities and in different places which move in the direction of the goals of Basij-e Mostazafeen, but which are not part of Basij resistance. You should cooperate and interact with them.

You should promote the services of Basij among the public. Basij has rendered great and numerous services, but many people are not aware of them. Most do not know of them. For example, Basij has rendered a great service in a certain area. The people living in that area know about it, but others do not. They have sent me some interesting figures. Of course, it is not Basij that has released them. I have it from other sources [audience laughs].  There are 11,000 geographically-based jihadi groups which have undertaken 40,000 service projects, half of which have been carried out. Notice how great these figures are. There are 11,000 jihadi groups and so many public services have already been rendered!

Lately, Student Basij has launched a problem-oriented movement, one based on specialized contributions, with 4,500 students. This is what we always advise students. It is a great and important task. This has always been one of my words of advice. Student Basij has become active in this area. Twelve thousand interest-free qarz-ul hasanah funds have been established in different neighborhoods. I guess that the figure is higher, but they have said to me that the figure is 12,000, but I reckon that more than 12,000 qarz-ul hasanah funds have been established.

The Basij of the Tribes and the Women’s Basij came first in the Malik-al Ashtar Festival. All these are sources of honor. A few months ago, on the 40th anniversary of the Revolution, the Basij of Academics published a letter containing 900 signatures in response to a writing by a few hopeless and devastated – so to say – individuals. They wrote something and in response, 900 university professors entered the arena and published a detailed, well-reasoned and superb letter. This means presence on the scene. It means timely and judicious presence in the arena.

The Basij of Ministries has put up service desks at Friday prayers. They approach the people and answer their questions. With 30,000 agricultural engineers – notice how astonishing the figures are – the Agricultural Basij has undertaken the production of five basic products: wheat, barley, corn and a few other basic products. These were some of the examples that I cited. The honorable officials of Basij should inform public opinion of these achievements in an artistic manner so that the people know that as well as ensuring their safety against thugs and those whose mission is to sabotage, to ruin, to set fire to buildings, and to destroy public and private properties, people’s houses and the like, and as well as working alongside the police and different other organizations in order to defend security, Basij renders these great services as well. These are very important matters that our dear people should certainly know about.

Another word of advice is that as well as being spread out, Basij should be agile. You should not let the Basij Organization become entangled with common bureaucratic hurdles. There are many bureaucratic hurdles and obligations that cripple organizations. You should not allow Basij to become crippled.

The last point is that you should know that Basij is completely exposed to enemy plots and enemy infiltration. You should not forget this. Due to the significance of Basij – which I explained earlier – the enemy is doing its utmost to plot against Basij and to infiltrate into it in order to create problems for it from the inside. Of course, this great movement is a battle and a confrontation. You should also know that by Allah’s favor and grace, you will defeat everyone.

God’s mercy be upon our magnanimous Imam who planted this pure tree and this blessed sapling. God’s mercy be upon the martyrs of this path, upon the managers who worked hard for the sake of Basij over the course of these years and upon all the members of Basij.

I hope that God will help all of you succeed and that He will make Basij Week and Basij Day a blessed occasion for all of you.

All praise is due to Allah, the Lord of the Worlds, and peace and greetings be upon our Master Muhammad, and upon his pure household, especially the one remaining with Allah on earth

You are very welcome. The meeting is a very important meeting, one that carries a lot of weight. I am very sorry that a number of friends did not find the opportunity to make their statements here. The way to raise your points is to hand in the writings you wanted to read out. Some of the brothers as well raised their hands from among the crowd to speak, but because it is the honorable presenter who runs the meeting, I did not and will not intervene.

The primary purpose of tonight’s meeting is to show respect to producers. This is the main goal of the meeting. We wanted to establish the idea among the public opinion of the country that the Islamic Republic respects and attaches great significance – in the true sense of the word – to producers, the promoters of domestic industry, domestic agriculture and domestic production. And this goal was thankfully attained tonight. So, it does not matter if I make my statements or not because the main goal of the meeting has been achieved until this hour.

The points that the friends raised here, which I listened to carefully, were important and noteworthy points. Of course, in order to make decisions about such proposals, we need to think, to deliberate and to consult with experts. However, you should rest assured and you should know that I believe in this movement from the bottom of my heart. I believe that the cure for and the key to the problems of the country lies in promoting domestic production in different areas.

Tonight, ten people spoke. This signifies that we have new ideas to present in ten important production divisions. The points that the gentlemen raised were very important and accurate. I am skilled at listening to people. Many individuals come here and speak and I listen to them. The statements were well-organized, accurate and important. There are a number of honorable officials in the meeting, but this is not enough. I wish there were more executive officials – the officials in different divisions of the administration – and Members of Majlis so that they could listen to these statements.

I also wish those who think otherwise about production and boosting the economy of the country and who pin their hopes elsewhere showed their presence here to see that the solution is this. The outlet conveying life, light and energy inside the country is the one that has been opened by the individuals in charge of production. There is no other option.

I will tell you that the reason why we attach significance to economic matters is that the economy plays a very important role in the Islamic government. If some people think that the Islamic government has ignored engendering wealth, expanding public welfare and creating important and wealth-generating production units, this is a grave mistake because it is not correct. One of the most important bases of the Islamic government is to enrich society and the country and to achieve national wealth. Of course, the outlook of the Islamic government is different from that of materialistic governments and systems – including the ones referred to as capitalist and liberal systems and the ones known as Marxist and socialist systems and other such systems.

In the Islamic government, creating national wealth is a value, but so is distributing it in a fair way. The kind of equality that used to be claimed by socialism – which was never attained of course – is rejected by Islam. In Islam, equality in its socialist sense of the word is completely meaningless, but public welfare has meaning. The public should have welfare. According to our knowledge of communist governments which is complete and thorough – whether the main and the mother governments such as the Soviet Union and the like or the governments which followed this model such as Latin American governments, African governments and some Asian ones – those who chanted the slogan of equality did not take heed of it in practice and as it happens, it was not attainable to begin with.

Islam does not believe in these models, rather it believes in creating national wealth and raising the level of public welfare in society. Of course, in society, some people have more resources and some less. There is nothing wrong with this. However, public resources should be distributed in a fair way. This is the outlook of Islam towards wealth. In the Islamic government, class fissures do not occur naturally, there should not be rifts and fissures. Of course, there are differences between individuals, but there should not be class fissures.

The main point that I want to discuss is that like all other arenas, this arena of developing production, boosting the economy and causing national wealth and public welfare to soar in the country needs pioneering, leadership and taking the frontlines. You producers are the pioneers, commanders and soldiers in the frontlines. I am not merely addressing the present gathering. This type of movement and the gentlemen who spoke about their activities are the ones who form the frontlines and who cross the borders in these areas. This arena is an important and critical arena because it is an arena of war.

are at war over the economy. This war and struggle has manifested itself in the current US administration.

Economic war in the world takes different forms. Those individuals who are well-informed about the international economy clearly see that countries and powers – in fact, the whole world – are at war over the economy. This war and struggle has manifested itself in the current administration in the US. They are at war with China, South Korea, European countries and others, all in different ways, but this does not mean that there had not been a war before this administration. There were wars in different forms.

However, wars sometimes take savage forms based on grudges. An example is their war against us in the area of the economy. There is a criminal and grudge-based aspect to the sanctions that they impose. Of course, there have been sanctions since the beginning of the Revolution, but they have been intensified in the past 10 years, and the sanctions will remain for the time being. If someone hopes that they will come to an end in one, two years, I will tell you that this is false hope.

Based on our information about this front, what I understand is that the sanctions will remain there for the unforeseeable future. Logically, they must and will be there. In order to save the economy of the country, we should not wait and see when the sanctions will be lifted, when such and such a person and party will go and what such and such a country will do. This will not have any impact and the sanctions will be there. Of course, some individuals adopt some clever measures by outmaneuvering the sanctions. This is very good and there is nothing wrong with it. I thank them as well, but the main task is to immunize the economy of the country against the possible detriments of the sanctions. This is the main task.

Maneuvering the sanctions is a tactic, but immunizing the economy of the country is a strategy which should be implemented. We should act in a way that we will not be vulnerable in the face of the sanctions. However, this is not the case in the present time. In the present time, our economy is reliant on oil. Of course, with the sanctions on oil, this reliance has been undermined and our financial balance has changed, but our economy is reliant on oil in general. Well, oil is a vulnerable source of income. When we decide to use oil revenues for filling the budget of the administration – not only the budget for infrastructure, but also the budget for our day-to-day affairs – this is what happens: we become vulnerable. Therefore, we should cure this.

And this is not just what I am saying now, I have been saying this since the 1370s, during the late Hashemi’s (may God bestow mercy on him) administration – who was my dear brother and my dear friend. I used to say to him and to his ministers that we should gradually reduce our dependence on oil.

The National Development Fund was established to that end. The National Development Fund means that every year, we should put a certain percentage of our oil revenues in that fund by taking it away from consuming organizations. Of course, the fund is in control of the administration, but it should not be spent on daily affairs. We were supposed to add to it continuously. This year, if we were supposed to proceed within the law, we should have put about 35 percent of oil revenues in the National Development Fund, but executive officials in all administrations – not just in the current one – come to see me asking to use the fund over different matters. This is not legal. Because it is not legal, they come to see me. If it had been legal, they would have taken it out on their own. Because it is not legal, they come and see me in order to fix the problem and they beg me by saying that there are such and such problems and that I should let them take such and such sums out of it.

The National Development Fund has unfortunately become less efficient and it has lost some of its functions. I have said to them in response that if the President writes to me saying that it is necessary to do so, I will accept and I will give my blessing. Of course, the fund is run by the administration. The person in charge of it is appointed by executive officials and they run it themselves, but it is this humble person who has to give permission to withdraw money from it in this illegal manner, I have to allow it [audience laughs]. So this is a problem. We should choose this path, which is a new path, and we should tread it in a serious way: the path of domestic production.

One of our dear friends said here that some people think that the safest thing to do is to avoid making any decision. This is one of the most dangerous thoughts. One of the most dangerous thoughts is to say, “If I make a decision, then such and such a supervisory organization will oppose me and such and such a trouble-maker will be against it. Therefore, I would be better off if I did not make any decision.” This is very dangerous. You should make a decision and then put it into practice. You should get along with the difficulties and you should eliminate the obstacles.

Until now, many obstacles have been eliminated, as you can see. Many of the individuals who spoke tonight have presented successful works in different areas. It was not like this 10 years ago. It was not like this 15 years ago. Things have been facilitated gradually. I myself am pursuing the matter. You should know that I will defend and help. Production should move forward in the country. This is the cure. Therefore, our main strategy is to immunize the economy against the sanctions. The main strategy is to become invulnerable and in fact to arm the Revolution with the weapon of domestic production and domestic willpower.


One of the blessings of this action – moving towards domestic dynamism – is that the country will stop being “conditionalized”.  One of the worst things to do in the country is to “conditionalize” the economy. Unfortunately, our economy has been suffering from conditionalization in recent years:: “Let us see what will happen. Let us see what will become of the Bar-Jaam [JCPOA].” And there are other such thoughts. In the present time, some people are trying to conditionalize the economy again: “Let us see what will become of the measure adopted by the French President. Let us see what will become of such and such an innovation.” They should put these aside. If they can do something, they should do it. They can do the things which are not forbidden and for which they do not have to cross the red lines, but they should not make the economy dependent on it and they should not draw the attention of public opinion to it.

Public opinion should know that: “wearing one’s old rag is better than wearing borrowed clothes” [from a poem by Sa’adi]. We should attend to our own affairs.

And domestic capacities are very large in number: they exist in abundance! You know this better than I do. Of course, I am not unaware, but you who work in various aspects of production, know very well that the capacities of the country. In fact, the gentlemen and the lady who spoke displayed some of the capacities of the country in their own fields. When they voiced their complaints and concerns, this means that there are untapped capacities in that field that cannot be utilized with the existence of certain obstacles. Their statements imply that should we eliminate the obstacles, we will be able to use them.

So, the whole point in tonight’s meeting was that the capacities of the country are immeasurable and numerous. Some of them have been utilized and they have thankfully exerted a positive impact, but many have remained untapped. If we can use them, the economy will become immune. By Allah’s favor, we will utilize them thanks to the sanctions. For this reason, sanctions can turn into an opportunity for us instead of being a threat. This was also correctly pointed out by the one of the friends in the meeting.

We should also pay attention that if we Iranian nation – we economic activists and thinkers in all affairs of the country – manage to foil sanctions with reliance on domestic power, then the imposers of the sanctions will stop imposing them as well. When they understand that their sanctions are of no avail, they will stop imposing them because they too will suffer a loss. In the present time, the Europeans and others are making a loss as a result of sanctions, but the complex and intermingled relations in the international economy do not allow them to adopt the necessary measures.

When they see that sanctions are inefficient, they will stop them. However, when they do so, we should not once again change the policy of relying on the inside. Some people are waiting to see the path unblocked to turn the vehicle in that direction again. This is wrong. We should strengthen and reinforce the different aspects of the policy to rely on the inside in such a firm manner that it will not be harmed in any way even if the sanctions were lifted. Well, should this happen, more resources will be at our disposal including exports and various other resources, but the movement to rely on the inside should not be harmed.

One of the great advantages of the country is the opportunity  to benefit from its young population. I really enjoyed it a great deal when that brother of ours said that he has employed four thousand youth in a certain area. One really enjoys hearing this. As demographers put it, this is a “population window.” Today, we are in the heart of this opportunity.

According to the reports, experts in this field say that this opportunity will be there for 20 years. We have 20 years. If we manage to strengthen our work in this area during this time span, we will win. However, if we show negligence allowing the opportunity to slip from our grasp, then nothing can be done when the country enters the aging stage.

Well, how can we benefit from this opportunity during the next 20 years? There are two main issues at hand: one is that we should not allow the population to decrease. We should not allow the young population to decrease. We should increase the birth rate. And the second is that we should create permanent wealth for the country. These two actions should be done.

When I place so much emphasis on population, birth rate and the like, this is what it means. If this issue is ignored – as has unfortunately been the case for long – if this negligence continues and if everyone does not think of having children and launching this great movement in the country, then in 20 years’ time – which will pass in a flash: 20 years is not a long time – we will enter a stage where it will be difficult for us to proceed. Another task is to create wealth.

The country has many advantages. It has many capacities and everyone has certain responsibilities. I have written down some words of advice for economic activists, the masses of the people, academic personalities, NGOs and the media – one of the gentlemen made a complaint in this regard – and for government organizations. I wish to discuss these words of advice, but we will certainly be short of time. So, I will have to discuss them in brief:

As for economic activists – you gentlemen – I only wish to say that you are the ones addressed by the policies on Article 44. It is you who are addressed by Article 44 of the Constitution within whose framework, I announced to the people the policies on Article 44 by adopting a legal and reasonable outlook. The day when those policies were announced, everyone approved of them. On that day, I do not remember if one single person from among economic critics and experts complained. Everyone approved of them saying that it is the right course of action to take, which was correct. The same is true of government officials.

Of course, they were not implemented correctly. If by using  Article 44, they entrust such and such a factory to a person who wants to take advantage of the situation by closing the factory down and build a tower there instead, this is not strengthening the private sector! This action played a major part in tarnishing the environment [of privatization]. Even one percent of economic activists and those who were entrusted with governmental firms and factories did not act like that. Others did the right thing, but even that one percent because it was discussed at length, led to pessimism about the situation. .

I will tell you that you are the ones addressed by the article. The policies on Article 44 will give you economic activists certain rights and they will also make you responsible. Therefore, you should pursue the matter.

I have written down that you should form the chain of specialization by formulating practical plans and having a road map. Producing science, developing technology, designing, engineering, providing the necessary equipment, machinery and ingredients, manufacturing products, marketing and distributing are all tasks that fall on you. By Allah’s favor, you should carry them out.

Of course, I should add that I firmly believe in cooperatives. I completely agree with what the honorable head of cooperatives said. Cooperatives are a very good phenomenon for our economy as they collect small capital and they empower every individual. They also create a great deal of employment. Later on, if it is possible to create a network of them, there will be a great system. This has many advantages. Therefore, they should follow up the issue of cooperatives.

The honorable Minister is present here as well. They should seriously pursue the issue of cooperatives and eliminate the problems in this regard.

As for the masses of the people, I have always spoken about this at length. What I wish to say to our dear people is that they should definitively use domestic products. And those who can should definitely participate in production investments including in cooperatives or in certain areas of the stock market.

The people – those who have the capability to do so and who are influential among the people – should promote the culture of jihadi work and the spirit of cooperation and solidarity among themselves. Fortunately, our people are ready. As you can witness, when a flood or earthquake takes place, the people enter the arena without being told to do so. This is our experience, one that is not particular to the present time. This was the case even before the Revolution. I myself have had several successful personal experiences on the issue of public cooperation and assistance in the case of such incidents. Just recently, when the streets of Tehran became frozen and when it was raining, the television showed that a number of individuals – a number of Muslims – endeavored to bring sand and salt [to de-ice the streets]. They were not members of the municipality and public services, nor were they part of the police. They were ordinary people. And it is not clear if that specific street was frequented by them. The vehicles passing there were not their vehicles either, but they were stuck and they could not drive on those frozen roads. So, they embarked on sprinkling sand. Our people are like this. They are ready.

This spirit should be grasped in order to promote jihadi work. The people should attach great significance to production and they should respect producers and healthy economic activists. They should disapprove of wrong behavior, but they should not extend it to others. I wish to stress that they should not extend a wrong and inappropriate course of action that they see somewhere to everyone. In every group of people, there might be – and there are – certain dishonest people.

Sometimes, we see certain phenomena in people’s handicrafts and small production businesses. Sometimes, we see that they manufacture products which are good, but they put a foreign label on it. I am surprised at this. They put a foreign label on it. Once, we asked for certain products to be sent to an underprivileged area. They brought me a sample of it, but I saw that it had a foreign label. I asked, “Did you not say that it is a domestic product? This was supposed to be produced inside the country.” They answered that it is a domestic product and that the tailor is such and such a person, but he has put this label on it. So, I ordered them to tear it off. It is one of the bad actions that some people do: giving the people domestic products with foreign labels.

As for scientific and academic personalities, I have said this many times: first of all, they should attend to solving the main issues of the economy. We have many issues in the country in the area of the economy. Universities can work on and resolve them.

Secondly, they can cooperate with production organizations. They can help production organizations and in return, those organizations will reward and pay them for their work. This will help academic research. This is a very advantageous and essential piece of work. Of course, it is many years now that it has begun, but it should continue.

Another issue is about training creative and innovative manpower, which is compatible with present-day needs. Another issue is doing scientific work on the banking system and the issue of the budget. These are our problems. In the present time, we really have problems in the area of the budget. I have placed great emphasis on this matter and I gave them a four-month deadline to correct the budget system. Well, it has not been done.

There are scientific knots which should be untied by universities. The same is true of our banking system. In the month of Ramadan, I have meetings with students and university professors. They come here and speak for hours, giving very good opinions. This is not only done by university professors, but also by MA and Ph.D. students. They make very valuable statements and I really learn from them. They are experts and they can solve the problem. So, government officials can benefit from them. They can ask them to help, and academic personalities can enter the arena.

My firm advice to public nongovernmental organizations is that they should not turn into a rival for the private sector. This is what I have always said to public nongovernmental organizations. They can enter the arena when either the private sector does not have the necessary power and resources or it is not willing to do so. If after some time, the private sector becomes involved, they should go get involved in a harder area and in a distant region. They should go to such areas and make investments there. And they should seriously avoid competing with the private sector.

As for government organizations, this is my advice: the first issue that I insist government organizations should seriously pursue is to improve the business environment. All the problems that the gentlemen in the meeting enumerated are due to the failure to improve finance. There are interfering rules and regulations and possible wrong measures, but there are not ulterior motives – of course, there might be ulterior motives in certain cases as well. They should create a suitable environment for production in the country. There must be a good environment to the advantage of production and production-oriented movements and against the tendency to import and to rely on the outside.

Unfortunately, we have a very bitter and sinister legacy from the taghuti regime. In that regime, economic and financial moves were reliant on imports. This has not come to an end ever since that time. The Revolution changed many wrong notions, but it has unfortunately not been able to change this correctly. There must be a serious effort to that end. We should shape the environment of the country – the economic, financial and monetary environment, the banking system, the budget, the social welfare system and the rules and regulations required in this regard – in a way that it will be to the advantage of production. Imports, brokerage and dealing and dishonest paperwork should be sidelined.. This is the most important issue.

Another issue is to cooperate with healthy and well-established activists. Fortunately, a large number of our economic activists are healthy, well-established and deep-rooted people and they are really working. Some of them work for the sake of God. Of course, the private sector is after its own personal profit which is alright, but there are some individuals who work for God. I knew someone who was rich. He was one of my acquaintances in Mashhad. He said that he could put his money in the bank earning a lot of interest without any trouble, without any tax and without any supervision, but that he did not do so.

He was in the business of raising chicken and other farm animals. He said that he invested his money in that business which involves a lot of trouble. It was a production business, but for the sake of God. He said that he found it necessary for the Revolution. Notice that he gains personal profit too, but he is also rewarded by God. This is one issue.

Interfering rules and regulations should be lifted. This falls on the Majlis. They should be replaced with facilitating rules. This has already happened in the case of some rules. They have changed them to the benefit of production, but they have not been implemented yet. Good laws have been passed. Some of them have been ratified, but they have not been implemented, but they should. These are our main problems in the area of banks, customs and the like. They should be eliminated and the Majlis and the administration should be seriously active in this regard.

Producers also make some mistakes, but not all mistakes are at the same level. It is not the case that every mistake makes supervisory organizations pour into production units and create problems for them. This is our advice to such organizations. Of course, some commit an act of treason. Their case is different, but there are some mistakes and errors that can be eliminated with warnings and with second chances.

Fortunately, the honorable head of the judiciary branch said to me a while ago – perhaps a week ago – that they have prevented a large number of production units, which were on the verge of being closed down, from being closed down. Well, this is very good. Supervisory organizations should pay attention to this point.

Another necessary word of advice to the administration is stability in its monetary and financial policies. It should have stability in its policies. Policies which change every few months or once a year deal hard blows to the production of the country.

There is another point which originates from our experience in doing business with foreigners: experience has shown that foreign companies are not willing to transfer basic and fundamental technologies to the country. One of our friends in the meeting said that we have transferred technology to such and such a country. I said to him, “It is very good to transfer technology.” However, others send their products, but they refuse to send their technology to us. I am not saying that you should do the same. Sometimes, it is necessary to transfer technology because it is very good and it is a source of credit for the country, but others do not do that, particularly in fundamental areas such as oil, the automobile industry and petrochemicals. Therefore, domestic organizations should seriously satisfy the needs of the country in these areas.

One, two years ago, the Ministry of Oil presented a project according to which foreigners would extract oil wells under certain terms. We have had some backwardness in this area. However, what I want to say is that, is the kind of genius and talent that can produce stem cells in the country without any help from others – the day when we produced and achieved it, it was a very complex and rare industry in the world – or that can enrich uranium from three, three and a half percent to twenty percent, while no international organization and no holder of the industry was willing to help in any way, incapable of helping the administration in the area of extracting oil in a better and efficient way? It can certainly help. This is one of the most fundamental tasks. There should be planning for basic technologies and we should grasp this historic opportunity.

Notice that oil and automobile companies left the country sooner than everyone else. Some people became upset at this, but we should become happy about this. Very well, they left, but we have so many resources in the area of building automobile components. One of the friends in the meeting touched on this matter. We can develop the necessary components in oil and automobile industries. We can benefit from the existing resources. Of course, executive officials can play a very efficient role in this regard. We should focus the efforts when it comes to building components in different areas – oil, automobile, household appliances, transportation and machinery. They should interact and add to one another.

They should hold permanent exhibitions for displaying their work. I have spoken about this before. A few months ago, I said that the needs of the different industries which have certain problems in their work should be identified and then, they should entrust knowledge-based companies and universities with the task of helping them. Later on, they should display their works in those exhibitions. This happened. Fortunately, this step was taken, but it is not enough. There should be permanent component-building exhibitions in different areas. This measure should be adopted.

Another task would be to transfer the great capability of military organizations in the area of engineering and technology to non-military organizations. The level of our engineering activities in the military is fortunately very high. The tasks that are being accomplished in the present time are very important and this is not just related to the present time. It is perhaps 10, 12 years now that they have been carrying out important tasks in the area of military industries.

I might have spoken once, twice on this matter in my public speeches: once, I read an article written by an Israeli general a few years ago. At that time, our youth had tested a missile. He wrote an article somewhere and they brought me the translation. He had said, “I am on bad terms with Iran. I do not like Iranians, but I bow down to this great endeavor. Iran is under a severe siege, but it can produce this masterpiece in such circumstances.”

Of course, after that, many better, more important and more interesting works have been produced. When you see that our ballistic missiles, with a range of two thousand kilometers, can hit the target with an error rate of at most on, two, five meters, this is a very great and important phenomenon. Well, this engineering and technological capability can be utilized in the area of automobile, oil and various other areas – aerospace and non-military industries. It is quite possible to do so. Of course, military organizations have good relations with universities and they make the most of their capabilities. You should know this as well.

Another issue is about supporting exports and the active presence of economic activists in the arena of foreign affairs. This was also mentioned by the friends and it is completely correct. We can benefit from our diplomatic capacity. Around us, there are three, four hundred million people in our neighboring countries with some of whom, we have ordinary and good relations. We can have good interaction with them. The officials in charge of diplomatic affairs should highlight Iranian brands outside the country.

Imagine that when you participate in an international meeting, the suit that you are wearing has the brand of an Iranian tailor – for example, a tailor in Semnan has sewn it in a very exquisite manner. When it is worn by our officials, the brand will be promoted. So, they should promote Iranian brands. They should also promote Iranian ideas and concepts, but some people do the opposite. One of my complaints to some of the officials of the country in recent years was that when they speak to Europeans, what they say to them is European! What they say is something that a European thinker said, for example, a hundred years ago. The idea enters our country and then, officials convey them to the Europeans.

Well, such ideas are not of great value to them. We ourselves have new ideas which are unheard. Therefore, we should convey those ideas. The same is true of Iranian brands which should be promoted. In the case of some products and goods, we must use a barter system.

As for the policies on Article 44, I wish to stress again that the policies on Article 44 were not about replacing the executive sector with the private sector. Both private and government sectors have their own separate roles and positions. They should help one another and avoid interfering in one another’s affairs. We said that the government sector should not interfere in the affairs of the private sector. What does this mean? It means that the government sector should not get involved in a task that can be carried out by the private sector. Even if it is already involved, it should step aside and let the private sector take over. They should complement one another.

However, this does not mean that the government sector should completely abandon economic activities as there are certain tasks that cannot be accomplished by anyone but the government or public sector. They should get involved in such affairs and do them, as I mentioned previously.

The private sector and cooperatives should definitely be expanded. In the area of oil and gas, the private sector and cooperatives can have a comprehensive presence. Recently, a law has been ratified which involves downstream oil and gas industries. This law should be enforced. Some laws are ratified in the Majlis, but they are not enforced. In other words, the necessary statutes are not prepared and they remain idle. This should be done as soon as possible. They should pursue the matter so that it can be done.

And we should also increase our capacity to produce oil and gas. We should have strategic oil and gas provisions. This is a necessity and I have mentioned it in policies on the economy of resistance.

As for the media, I advise them to reflect these achievements. They reflect some of the shortcomings out of sympathy. Very well, it is alright to reflect the shortcomings so that officials can understand where the problems lie, if they watch television. However, they should reflect the achievements as well. They should reflect the very statements that you made tonight and the tasks accomplished in the areas of oil, aquaculture and chemical products so that the people and youth become familiar with our achievements.

After that, they should introduce the numerous and various capacities that exist in the country so that talented individuals will pursue them in the future. Of course, they should follow up the reasonable demands of economic activists so that executive officials will pay attention to them.

Tonight, I learned another fact about the media: foreigners promote their products in the IRIB by giving 30 million dollars. They give money. When they manage to find customers for their products, the price of their products go up. And when the prices go up, domestic producers should pay the same price when they want to promote their products in the IRIB, but they cannot. This is my advice: I am not saying that you should not receive that 30 million dollars. No, you should receive as much as you can [Audience laughs], but you should differentiate between them. You should set tariffs in a reasonable way. You should set a certain tariff for foreign producers and you should set a different one for domestic producers. You should not do something to prevent domestic producers from promoting their brands inside the country.

Well, I am finished speaking. Everyone – both our friends and our enemies – should know that we pushed back the enemy in the arena of military war, in the arena of political war and in the arena of security war. The recent incidents were security plots. They were not hatched by the people, rather they were security measures, but the enemies were pushed back. We have pushed the enemy back in different arenas and by Allah’s favor, we will definitely push him back in the arena of economic war. [Audience chants, “Death to America!”]

I hope that Allah the Exalted will increase your achievements, God willing. According to the reports that I have received on production and what has been achieved this year, I see a bright future in the area of economic matters. As I mentioned, the key is production and boosting production. By Allah’s favor, this path will become brighter on a daily basis and you friends will make more achievements, God willing.

Thankfully, I see bright prospects. According to what I see and on the basis of experience and the information that I have, I see very bright prospects.

I would like to congratulate you on the great birthday anniversary of the Holy Prophet of Islam (God’s greetings be upon him and his household) and Hazrat Imam Ja’far Sadiq (God’s greetings be upon him). This anniversary is as great as the birthday anniversary of the Holy Prophet. The value of this day and other such days should be appreciated. The Holy Prophet of Islam is the best and the highest human being created by God. The Holy Prophet is better, higher and greater than all prophets, all saints and all individuals in the world throughout history.

“He is superior to other prophets in terms of morality and nature

And he is peerless in terms of knowledge and generosity

And all of them beseech the Messenger of God

to grant them a drop from his infinite sea and a drip of his boundless and immeasurable rain.” [from a poem by Sharaf ul-Din Bosiri]

The Holy Existence of the Messenger of God is the summit of the world and the best spot in the universe in the true sense of the world. The Holy Quran has referred to itself as light. One of the words that the Holy Quran uses to describe itself is light: “God has indeed sent upon you light and the Book.” [The Holy Quran: 5: 15] The Holy Quran is light. One of the esteemed wives of the Holy Prophet was asked to describe him and she said in response, “The Holy Quran is in his nature.” This means that he was the living Quran. So, he was light as well.

Light is a means of providing brightness and ensuring the life of humans. The Holy Prophet too is a means of providing brightness and ensuring the life of human societies. These are things that humanity will reach gradually. The holy existence of the Messenger of God is a source of light in the true sense of the word. An Arab poet says, “Guidance was born and light has imbued all creatures.” This is really the truth of the matter. “And time is smiling and uttering words of praise.” [From a poem by Ahmad Sho’qi] I hope that the world of Islam will be like this as well. I hope that the world of Islam smiles on the birthday anniversary of the Holy Prophet that it will not suffer from sorrow and grief. This is our dream.

I have written down two, three points to discuss with you. One is about Unity Week. We in the Islamic Republic have named this week – starting from the 12th of Rabi al-Awwal and lasting until the 17th of Rabi al-Awwal – as Unity Week. Such naming is not just for the sake of it and it is not a political and tactical move either, rather such naming is based on belief and heart-felt faith. The Islamic Republic believes in the necessity of unity in the Islamic Ummah in the true sense of the word. And there is a precedent for it. It is not particular to our time and to the Islamic Republic era. A great marja taqlid like the late Ayatollah Borujerdi – who was the marja taqlid of the entire world of Shia during our youth – was a serious advocate of Islamic unity. He seriously advocated close relations between Islamic denominations. He was in contact with the great personalities of the world of Islam and of Sunni Islam and he would speak to them frequently. This is a heart-felt and deep belief. Some people think or pretend that this is a political tactic, but this is not the case because it is based on heart-felt faith. We believe in this and we believe that Allah the Exalted has asked us to do this.

Of course, there are different levels for unity. There are different levels for the unity of the world of Islam. The lowest level is that Islamic societies, Islamic countries, Islamic governments, Islamic ethnicities and Islamic denominations avoid transgressing against, confronting and harming one another. This is the first step. A higher level is that as well as refusing to harm one another, the world of Islam should join hands against a common enemy and that they should defend one another with true and sufficient unity. This is a higher step.

Yet, a higher level is that Islamic countries and nations should add to one another. Islamic countries are not the same in terms of science, wealth, security and political power and they can help and add to one another. Those who are on a higher level in every area should take the hands of those who are lower. This is another level of unity.

A higher level is that the entire world of Islam becomes united in order to achieve the new Islamic civilization. This is something that the Islamic Republic has chosen as its ultimate goal: achieving an Islamic civilization, one that is compatible with the requirements of the present era: a new Islamic civilization. These are the different levels of unity.

What was the lowest level? The lowest level was that Islamic countries should avoid confronting each other and stand together in the face of a common enemy. If we had just observed this point, we would not have faced so many calamities in the world of Islam today. The issue of Palestine is the gravest disaster for the world of Islam. This is because they threw a people out of their home and their country, replacing them with others who in turn dominated that land and pressured the owners. This is the condition of Gaza and such is the crimes that the Zionists commit there, as you can see. And the other side of Palestine – the West Bank – is in no better condition either.

If the world of Islam had committed itself to this lowest level of unity, these things would not have happened and the enemy would not have dared do such things. Notice what incidents and what bloody wars have been waged in the world of Islam. We are faced with the issue of Yemen, of the western part of the region and of North Africa. All these have taken place because we have not paid attention to the lowest level of unity which Islam has required. This is a very heavy responsibility.

We are addressing these statements to broad-minded and outstanding personalities. Thankfully, the world of Islam benefits from outstanding individuals and from intellectuals. They should seriously follow these issues. Youth and Muslim peoples are interested in it, but there are seditious hands anyway which should be confronted. In the world of Islam, Muslims ranging from North Africa to East Asia and Myanmar are under pressure. Muslims in eastern and western parts of the world of Islam are under pressure.

As for the issue of Palestine, I wish to raise certain points. Our position on the issue of Palestine is a logical position. It is a definite and logical position. Since before the victory of the Revolution – since the beginning of the revolutionary movement – our magnanimous Imam stressed the danger of Zionist influence, intervention and oppression. And we adopted this position since the beginning of the Revolution. The first thing that the Islamic Republic did was to capture the Zionist center in Tehran, which was in control of the previous regime, and to expel them from the country and then it gave the center to Palestinians. That was a true and symbolic course of action and we have been continuing this position until today. We supported Palestine, we helped the Palestinians and we will continue to do so. We have no considerations on this matter. The entire world of Islam should help Palestine.

In the statements of our late Imam (may God bestow paradise upon him) and those of the officials of the Islamic Republic, the eradication of the Israeli government has been frequently repeated. However, the enemies distort this issue.The eradication of the Israeli government does not mean the eradication of the Jewish people, we have nothing to do with that.  It means the eradication of that government and that imposed regime. The eradication of Israel means that it is the people of Palestine – the true owners of that land: whether Muslims, Christians or Jews in that land – who should elect the main elements of their government. It means that they should throw out foreigners, thugs and criminals like Netanyahu and other such individuals – who are real thugs – and they should run their own country. This is what the eradication of Israel means.

And this will happen. Some people think it unlikely asking how Palestine can become independent after the passage of 70 years. However, in the Balkans and in other countries, they became independent after 60, 70 years during which time their country had been occupied by others. Their lands were given back to their people. So, this is not unlikely. “And this is not difficult for Allah the Mighty.” [The Holy Quran, 14: 20] This will happen.

We are the supporters of the Palestinians. We are advocates of the independence of Palestine. We are advocates of the salvation of Palestine and we are not anti-Jewish people. In our own country, there are many Jews who live in complete security. This was another point.

The next point is that we are after unity and we will work diligently to that end. We should know that this idea, this demand and this ideal has dangerous enemies. In the present time, these enemies are headed by the regime of the United States of America and the fake Zionist regime. They are the enemies of Islamic unity. The US is not only an enemy of the Islamic Republic. Some people think that this confrontation is only between the Islamic Republic and the US. Of course, it is true that the Islamic Republic receives more enmity because it is active, but they are the enemies of the world of Islam and Islamic countries as well. They are the enemies of Palestine and West Asian and North African nations. They are the enemies of all Muslims.

The reason behind their enmity lies in the nature of Islam. The reason is that Islam rejects oppression, domination and arrogance. The system of domination – which is headed by the US in the present time: one day, it was headed by England and others, but today, it is headed by the US – is opposed to the logic, identity and definition of Islam. Of course, they show more hostility to the Islamic Republic, but they are opposed to the Saudis as well. Some individuals think that the Americans are the enemies of the Islamic Republic, but that they are friends with the Saudis. No, this is not the case. They are their enemies as well.

When the US says that the Saudis have nothing but money, is this not enmity? What does this statement mean? It means that they have money and that we should fleece them! Is there any worse kind of enmity towards a country and a nation? Well, they should understand this! Their personalities should understand such enmity. They should understand what the duty of an honorable person in the face of this enmity is and they should know what Islamic dignity and Islamic and Arab zeal require in the face of such an insult. They should know what their duty is, but they do not know it. They show enmity to everyone.

US presence has brought about nothing but malevolence and corruption. As soon as they set foot in this region, they brought malice and corruption with them. In whichever area they set foot, they bring about insecurity, they wage domestic wars or they do things like creating DAESH. We want the true face of the US to be seen. We want Muslim nations to know what the true colors of the US are and what stands behind their support for democracy, human rights and other such false and hypocritical statements. The people should understand this.

In my opinion, the main weapon of the US in the region – while we in the Islamic Republic are fully aware of this – is infiltration in sensitive and decision-making centers. its main weapon is creating discord, undermining the national determination of nations, creating a lack of trust among nations, and between nations and governments, influencing the calculations of decision-makers and pretending that the solution for problems is to stand under the flag of the US, to accept its words, to surrender to it and to do whatever it says. It wants to pretend that this is the solution for problems. They want to insert this notion in the mentality of the decision-makers in Islamic nations and Islamic countries. These are their weapons which are more dangerous than hard and military weapons.

What we really see in their measures is what the Holy Quran has specified: “How can there be such a league, seeing that if they get an advantage over you, they respect not in you the ties either of kinship or of covenant? With fair words from their mouths they entice you, but their hearts are averse from you.” [The Holy Quran, 9: 8] They are like this and this is how Allah the Exalted has described them.

The next point is that there is only one cure for such enmity and that is, “Therefore, stand firm as you are commanded.” Allah the Exalted said to His Messenger in the face of problems, “Therefore stand firm as you are commanded – you and those who with you turn unto God.” [The Holy Quran, 11: 112] The solution is resistance and standing firm.

Of course, standing firm involves certain difficulties and it is not an easy task, but surrendering involves more difficulties. The difference between these two conducts is that on the path of resistance and steadfastness, Allah the Exalted will reward you for whatever hardship that you endure: “Because nothing could they suffer or do, but was reckoned to their credit as a deed of righteousness – whether they suffered thirst or fatigue or hunger, in the cause of God, or treaded paths to raise the ire of the unbelievers, or received any injury whatever from an enemy.” [The Holy Quran, 9: 120] Every hardship that you endure is considered as a good deed, but if you give in to the enemy, not only will your sufferings not be rewarded by Allah the Exalted in any way, but you will also be punished for giving in to oppression. This is the command of the Holy Quran: do not oppress and do not surrender to oppression either.

The last point is about deeds of righteousness: “But was reckoned to their credit as a deed of righteousness.” I will tell you that in today’s world, every move, every course of action and every statement in the direction of the political independence of countries, of the cultural independence of countries and nations, of independence and growth in the area of economy, of unity, of the power of the Islamic Ummah, of promoting science in the world of Islam and of helping youth achieve growth in the world of Islam – every move in this direction – is a deed of righteousness.

If you are working in the area of science, research and nuclear energy, this is a deed of righteousness. Nations need nuclear energy. In the future, all nations will be needing peaceful nuclear energy. However, western monopolists want to have it at their own disposal, giving it to them drop by drop in return for their dignity and independence. This is why they confront the nuclear movement of the Islamic Republic. Otherwise, they themselves know that we are not after nuclear weapons because of our principles and religious beliefs and that we are opposed to it. They do not want this science, industry and capability to exist. They have the same outlook towards us and towards others. They say that we should buy it from them and that we should avoid enrichment on our own.

So, every move on the path of achieving this power is a deed of righteousness. Every important economic activity in this regard is a deed of righteousness. Every move in the direction of helping the people, underprivileged classes and the poor is a deed of righteousness. Every move in the direction of promoting the truth and confronting falsehoods is a deed of righteousness.

You intellectuals and ulama of the world of Islam who are thankfully present here – you are the guests of Unity Week and many of you are here from throughout the world of Islam, among whom there are intellectuals and ulama – should know that there is a vast arena ahead of you for deeds of righteousness. Notice how many good deeds you can do! You should write, using your pencils to defend the truth. You should step forward and not fear the enemy: “It is the practice of those who preach the Messages of God and fear Him and fear none but God. And enough is God to call men to account.” [The Holy Quran, 33: 39]

God will calculate your measures and He will duly reward you. I will tell you that by Allah’s favor and grace, the world of Islam will one day – which is not too distant – see the realization of these dreams in their entirety.
